To the Governor of Tokyo, Mr. Shintaro Ishihara To the Mayor of Setagaya Ward, Mr. Noriyuki Kumamoto We are writing to ask you to review plans to build a road that will ruin the appeal of Shimokitazawa. Shimokitazawa, fondly nicknamed "Shimokita," with its music and dramatic arts scene, has been a much-loved town for many years. Its maze-like street arrangement around the point where the Odakyu and Keio Inokashira lines cross, keeps the town free of traffic, making it a great place to walk around. Now Shimokitazawa is facing a catastrophe. The government is planning to build a large road (26m wide) through the middle of the bustling north side, leading inevitably to the construction of large buildings in the area. If the plan goes ahead, Shimokitazawa will lose its originality, and will become the same as any other part of Tokyo. We appeal to you to urgently think about how to best use the space that will be made available once the Odakyu line is tunneled underground. The government is going ahead with the plan quickly, without adequate planning, which is not fair to the people who live in the area. To make such a big road, the government will have to spend tens of billion of yen of taxes. We are afraid the money will not be used constructively, but will instead be wasted and do nothing more than ruin the unique appeal of Shimokitazawa. In order to save our "Favorite Walking Town, Shimokitazawa," we petition the government as follows: 1. Halt construction of Route 54 in the Shimokitazawa area 2. Review plans to build a rotary in front of the station 3. Scrap the current redevelopment proposals, and create a new town plan which will improve Shimokitazawa

All gathered information will be handled appropriately and will not be used for other purposes. 2. The information STSK collects is your name and address of residence. 3. All information from (2) will be submitted to the governor of Tokyo and the mayor of Setagaya together with other signatures gathered on paper. 4. Security measures: a) All accumulated data is confidential, meaning it is not accessible or viewable to others. (The data is kept on that requires an ID and password for access and is not accessible to web browsers.) b) Whenever a certain volume of signatures is collected, the data is deleted from the server and stored only on a PC. c) The collected names and address of residence will be handled solely by authorized persons including one web administrator and one signature information manager. d) In the event of an accident, STSK will inform signatories immediately and take necessary measures to limit any damage. 5. Web Server a) STSK uses a Sakura Rental Server from Sakura Internet Ltd. (b) Because it is a common server, STSK does not use SSL. We recommend anyone concerned about this to submit a paper-based signature instead (e.g., print out the signature form and mail it to us). 6. Information collected via this site will not be used for any purpose other than those listed in item (3), and will not be provided to a third party unless otherwise requested by law. 7.
